• The circular is a consolidation: it lists thirty-one scheduled employments and, against each, the fixation notification the rates come from. Entry 11's rates rest on notification Labr/650(Law)/MW/2W/32/13 of 29 December 2016.
• Twenty-six of the thirty-one employments share the rates shown. Five — security services, engineering units employing fewer than fifty persons, the glass industry, the manufacture of rubber products and the refractory industry — are a few rupees lower, on notifications of 20 December 2019.
• Zone A is the area under municipal corporations, municipalities, notified areas, development authorities and thermal power plant areas including township areas; Zone B is the rest of West Bengal.
• A daily rate is the monthly rate divided by 26, rounded to the nearest rupee; a weekly rate is the daily rate multiplied by six.
• A normal working day is eight hours of actual work with at least half an hour of recess, within forty-eight hours of actual work in a week.
• One day in seven is the day of weekly rest. The rates include the wages for it, and work on it or beyond normal hours is paid at double the ordinary rate.
• Where an existing contract, agreement or practice pays more, the higher rate is protected, and the rates apply to employees of contractors as well.
• Disabled employees are paid the rate for their category, and men and women the same rate for the same work.
