What it says
A six-monthly consolidation by the Labour Commissionerate's Statistics Section of the minimum rates in force across thirty-one scheduled employments, in two zones, by month and by day. Entry 11 covers establishments under the West Bengal Shops and Establishments Act, 1963, at ₹10,558 unskilled, ₹11,615 semi-skilled, ₹12,777 skilled and ₹14,054 highly skilled a month in Zone A, and ₹9,760, ₹10,733, ₹11,807 and ₹12,990 in Zone B. The rates include variable dearness allowance. It is a consolidating circular rather than the rate instrument: it names each employment's own fixation notification.
