Andaman and Nicobar shops rules settle which law prevails over the OSH Code
The A&N Islands Shops and Establishments (Amendment) Rules, 2026, in the territory's Extraordinary Gazette of 12 August 2026, insert rule 12A: the Occupational Safety, Health and Working Conditions Code, 2020 applies to every shop or establishment with ten or more workers, the Regulation applies from twenty, an establishment registered under the Regulation is deemed to have complied with Code registration, no establishment registers twice, and where both apply the Code governs safety, health, working conditions and welfare while the Regulation covers what the Code does not — with the provision more beneficial to the worker prevailing on any inconsistency. The same rules make establishments able to operate 24x7 against a rotational weekly holiday, abolish annual renewal in favour of a lifetime registration issued on auto-approval, and prescribe nineteen conditions for employing women between 7 p.m. and 6 a.m.

Andaman and Nicobar minimum wages: ₹660 a day unskilled, and the first order made under the Code on Wages
Order No. 229 of the Office of the Labour Commissioner, Sri Vijaya Puram, digitally signed 29 June 2026, declares daily minimum rates with effect from 1 July 2026: ₹660 unskilled, ₹741 semi-skilled or unskilled supervisory, ₹864 skilled or clerical and ₹947 highly skilled — ₹8 a day more than the order of 5 December 2025 gave in every grade. There are no zones and no monthly figure. The order is made under section 7 of the Code on Wages, 2019 read with section 2(w), because the Minimum Wages Act, 1948 was subsumed into the Code with effect from 21 November 2025, and it declares the rates across all employments of the territory rather than across the six schedules of employment its predecessor named. The Lt. Governor (Administrator) declares them under power the Ministry of Labour delegated by Notification LP 24(1) of 16 March 1949.

Andaman and Nicobar profession tax is levied by each panchayat, not by the territory
Rule 21 of the Andaman and Nicobar Islands Gram Panchayats (Levy of Taxes and Fees) Rules, 2002 levies a tax on professions, trades, callings and employment every year on any company transacting business in the gram for at least 120 days, and on any person who for at least 120 days exercises a profession, art or calling there, transacts business, holds an appointment public or private, or resides there on a pension or investment income. The rules set six income classes — from ₹500 a month up to ₹10,000 and above — and leave the amount to each Gram Panchayat, subject only to a floor of 0.5% of annual income. A Zilla Parishad levy displaces the Gram Panchayat's. No panchayat's own schedule is published, so no figure is shown here.
