Labour welfare fund

Uttar Pradesh has a labour welfare fund, and no contribution to it. Nothing is deducted from a payslip for the fund, and an employer pays nothing for it either.
- What the Fund is built from
- Fines realised from or payable by employees, unpaid accumulations, any welfare fund an employer asks to transfer in, State Government grants, voluntary donations, and sums the Board borrowsSection 3(2) of the Uttar Pradesh Labour Welfare Fund Act, 1965
- Employee and employer contribution

- Unpaid accumulations
- Sums due to an employee and not paid within two years of falling due, including wages, gratuity and house allowance, but not an employer's provident fund contribution. These are what an employer actually hands overSection 2(12), as substituted by U.P. Act No. 17 of 1978
- Who is an employee
- Anyone employed in an establishment for hire or reward to do skilled, semi-skilled or unskilled, manual or clerical work, and a person doing supervisory work whose wages do not exceed ₹24,000 a monthSection 2(2), as amended by U.P. Act No. 23 of 2024
- Who is covered
- A factory, a plantation, or any other establishment carrying on business or trade or work connected with it — other than a Central or State Government establishment that is not a factory — employing the number of persons the rules prescribeSection 2(4)

- The Uttar Pradesh Labour Welfare Board, constituted under section 4, with the Labour Welfare Commissioner as its Member-Secretary. The Council's office is in the Labour Commissioner's premises at KanpurSections 4 and 8, with the Council's own account of itself
