Labour welfare fund
When to pay, how much.
Goa's fund takes annual amounts, collected half-yearly — and unlike every other fund on this desk, it has no headcount criterion at all.
Not yet verified against an official source- Employee
- ₹6 a yearSection 14(1) of the Goa, Daman and Diu Labour Welfare Fund Act, 1986
- Employer, for each employee
- ₹12 a yearThe same
- When it is paid
- Half-yearly, in Form A, for the periods ending 30 June and 31 DecemberRule 3 of the Goa Labour Welfare Fund Rules, 1990
- Deducting the employee's share
- The employer may recover the employee's contribution by deduction from wages in the prescribed manner, and the deduction counts as authorised under the Payment of Wages Act, 1936Section 14(2)
- Who is covered
- Coverage is by the kind of establishment, and the Act sets no headcount at all: a factory, a motor transport undertaking, a society registered under the Societies Registration Act, 1860 or a charitable or other trust carrying on business or trade, an establishment under the shops Act, a contractor's establishment, a scheduled employment under the Minimum Wages Act, 1948, a plantation, a port, dock, wharf or jetty, an inland water transport service, or anything the Government declares by notificationThere is no number of persons attached to any of these. This is not a missing figure — the criterion does not exist.Section 2(e)
- Who is outside it
- An establishment which is not a factory and is a unit or department of the Central Government or of any State GovernmentSection 2(e)(iii)
- Which employees count
- Anyone employed for hire or reward on skilled, unskilled, manual, supervisory, clerical or technical work in an establishment for a continuous period of thirty days in twelve months — excluding a person employed mainly in a managerial capacity, and a supervisor drawing more than ₹1,600 a month or exercising mainly managerial functionsSection 2(c)
- When the Act started
- 26 January 1990The Goa Labour Welfare Board's own page, read 25 September 2026
- Whether these are still the current amounts
- Not yet addedNot established. The Labour Department's own site links a “Notification: Ammendment of GLWB” dated 11 June 2024, and that file returns 404 from both the department's domain and its origin server. So the 1986 figures are what the Act sets, and whether a later notification has revised them could not be checked.
