Minimum wages
State, zone, skill — shops vs industrial.
These rates applied until 30 September 2026. Revised rates are being added.
Both zones. Highlighted: Zone A — Panaji Corporation, thirteen named municipal areas and the industrial estates, the zone chosen above.
Basic rates from the 2023 notification, with the allowance in force from 1 April 2026. Goa sets these wages in two instruments, and both are published here: the notification of 10 August 2023 fixes the basic rates, and the Commissioner's order of 29 April 2026 fixes the variable dearness allowance at ₹149 a day from 1 April 2026. The notification names its own revision dates — the allowance is recalculated and notified after every six months, on 1 April and 1 October — so a reader standing past 30 September should expect a new allowance order rather than a new basic rate.
The variable dearness allowance added below covered 1 April 2026 to 30 September 2026 and that period has ended. We looked on 2 October 2026 at labour.goa.gov.in — minimum wages, notifications and orders/circulars, whose newest documents are from 2018 and did not find a newer notification. Its currency is unconfirmed: not found is not the same as not issued, so check before relying on the figures below.

- The basic rates are per day. Clause (VII) of the notification makes the monthly rate the daily rate multiplied by 26, so the monthly figure is the notification's own computation and not a derivation.
- Clause (VIII): the minimum rates include the wages for the weekly day of rest.
- Clause (IV): male, female and transgender workers are paid the same rate for the category and for similar work.
- Clause (III): the rates apply to employees engaged by the principal employer, by a contractor or by a sub-contractor alike.
- The notification's fourth head is “Clerical (A)”, and it carries exactly the skilled rate — ₹528 in Zone A and ₹523 in Zone B. Accountants, clerks, typists, stenographers, telephone operators, receptionists, store and tally clerks and godown keepers take the skilled row.
- The allowance moves by ₹0.95 for every point the All India Consumer Price Index for Industrial Workers (2001=100) rises or falls beyond 379, on a base of ₹105. The 2026 order records the index at 424.80, rounded to 425 — forty-six points — which is ₹105 plus ₹43.70, or ₹148.70 rounded to ₹149.
- Zone A is the area within the Corporation of the City of Panaji and the municipal limits of Margao, Vasco, Mapusa, Ponda, Bicholim, Cuncolim, Quepem, Curchorem, Sanguem, Canacona, Pernem, Valpoi and Sanquelim, together with establishments in industrial estates set up by the Industrial Development Corporation, the Economic Development Corporation or any other statutory corporation. Zone B is everywhere else in Goa.
