Minimum wages
State, zone, skill — shops vs industrial.
One statewide rate for each grade; the notification sets no zones.
Interim relief for engineering units of 50 or more workers, from 1 April 2026. These figures come from an order made under industrial-disputes law to hold industrial peace, not from a fixation of minimum rates under the minimum wage law, and the order itself calls them interim relief payable until further orders. The semi-skilled rate was issued as ₹15,000 on 29 April 2026 and corrected to ₹15,100 by a one-paragraph amendment the next day; the corrected figure is the one published here. Uttarakhand's Code on Wages Rules were still being made when the order issued, and the order records that fixing wages under the Code would be the legally appropriate route once they are.
These rates covered from 1 April 2026, until further orders and that period has ended. A newer notification is due; until it is published and reviewed, the figures below are the last ones on file.
| Skill | Statewide |
|---|---|
| unskilled | ₹13,800 / month |
| Semi-skilled | ₹15,100 / month |
| skilled | ₹16,900 / month |
The same notification also says
- The rates are per month, and the order's own column calls them basic wage inclusive of adjusted dearness allowance — so there is nothing further to add to them.
- They were agreed by a tripartite committee chaired by the Secretary, Labour Department, with the Labour Commissioner and two representatives each of industry and of workers.
- The order is made under section 21 of the Uttar Pradesh General Clauses Act, 1904 read with section 3(b) of the United Provinces Industrial Disputes Act, 1947, both as adapted in Uttarakhand.
- It supersedes all earlier notifications and orders for engineering units employing fifty or more workers.
- Worker representatives asked at the committee that basic and dearness allowance be stated separately when wages are revised. The order does not do so — it gives one combined figure per grade.
- The order has no highly skilled row. Only unskilled, semi-skilled and skilled rates are directed, so only those are shown.
- The Code on Wages, 2019 took effect in Uttarakhand on 21 November 2025, and the Uttarakhand Code on Wages Rules, 2026 were in the course of promulgation when this order issued.
- The copy held here was sent to the Government Press, Roorkee, for publication in the extraordinary gazette with 400 copies. The gazette issue carrying it is not part of the document.
The notification states monthly rates only. It publishes no daily rate, and no way of working one out from the monthly figure, so none is shown.
Uttarakhand's own rules · researched
The table above is from the state's own published minimum wage notification. Everything below is Uttarakhand-specific, researched and not yet checked against an official source.
Uttarakhand has two wage regimes running at once, and which one reaches you depends on what you run. The figures below are an interim direction for engineering units of fifty or more workers. If you run anything else — a shop, a hotel, a mill — they are not your rates.

Why an industrial-disputes power was used
- The power
- Section 21 of the Uttar Pradesh General Clauses Act, 1904 read with section 3(b) of the United Provinces Industrial Disputes Act, 1947Both as adapted and modified in Uttarakhand. This is not a fixation of minimum rates under the minimum wage law, and the order calls what it directs interim relief, payable until further orders.Government Order No. 391604/VIII-1/26-228(Shram)/2001 of 29 April 2026, Labour Section, Uttarakhand Shasan, as corrected by No. 510 of 30 April 2026
- How long since the last revision
- About 20 yearsThe previous fixation for these units was notification 2492 of 15 May 2000. A tripartite committee constituted to revise them never met, so no report reached the State Government.Government Order No. 391604/VIII-1/26-228(Shram)/2001 of 29 April 2026, Labour Section, Uttarakhand Shasan, as corrected by No. 510 of 30 April 2026
- What prompted it
- A warning of industrial unrestThe District Magistrate of Udham Singh Nagar wrote on 17 April 2026 that without prompt resolution there was a risk of unrest in Uttarakhand's industrial areas “like Noida, Uttar Pradesh”. A fresh tripartite committee was constituted on 22 April 2026 under the Secretary, Labour Department, and met on 27 April.Government Order No. 391604/VIII-1/26-228(Shram)/2001 of 29 April 2026, Labour Section, Uttarakhand Shasan, as corrected by No. 510 of 30 April 2026
- What the committee asked for
- That basic and dearness allowance be stated separatelyWorker representatives made that request at the meeting, on the footing that engineering and non-engineering units have different working conditions. The order does not do it — it gives one combined figure per grade.Government Order No. 391604/VIII-1/26-228(Shram)/2001 of 29 April 2026, Labour Section, Uttarakhand Shasan, as corrected by No. 510 of 30 April 2026
- What happens next
- Fixation under the Code on WagesThe Code on Wages, 2019 took effect in Uttarakhand on 21 November 2025 and the Uttarakhand Code on Wages Rules, 2026 were in the course of promulgation. The order records that fixing wages under the Code would be the legally appropriate route once they are made.Government Order No. 391604/VIII-1/26-228(Shram)/2001 of 29 April 2026, Labour Section, Uttarakhand Shasan, as corrected by No. 510 of 30 April 2026
The other regime — the allowance, and the wage it attaches to
- The allowance
- ₹518 a month, for every categoryOne flat figure across all 57 scheduled employments, payable from 1 April 2026. It is made under section 69(2) of the Code on Wages, 2019 and remains in force until an order under section 7(2).Government Order No. 460(1)/VIII-1/2026-228(Shram)/2001 of 22 April 2026, Labour Section, Uttarakhand Shasan
- How it is worked out
- (148 − 139) × ₹57.6 = ₹518₹57.6 for each point the All India Consumer Price Index (2016=100) stands above 139; the average for July to December 2025 was 148, which is 9 points.Government Order No. 460(1)/VIII-1/2026-228(Shram)/2001 of 22 April 2026, Labour Section, Uttarakhand Shasan
- The basic rates it adds to
- Not yet addedAbout thirty notifications, one per scheduled employment, on the department's site. Two are held: tea plantation, where unskilled is ₹12,391 a month, and hotels and restaurants, which is itself divided into two areas and three classes of establishment. For every other employment the basic rate has not been obtained, so no total is shown. The basic-rate notifications of 15 March 2024 in the series …/VIII-1/24-228(Shram)/2001-Part-II
- Daily and hourly rates
- The month divided by 26, and the day divided by 6The daily rate shall not be less than one twenty-sixth of the monthly basic and allowance together, and the hourly rate not less than one sixth of the daily. A worker whose hours are under 6 a day or 36 a week is part-time and paid at not less than that hourly rate.Notes 3 and 4 to The basic-rate notifications of 15 March 2024 in the series …/VIII-1/24-228(Shram)/2001-Part-II
Two texts, two formulas — and how far that reconciles
- What the 2024 notifications say
- Rates sit at 301 points, with ₹20 for each point above itBoth of the notifications held say this in identical words, so it is systematic rather than a slip in one document. The basic-rate notifications of 15 March 2024 in the series …/VIII-1/24-228(Shram)/2001-Part-II
- What the 2026 order says
- ₹57.6 for each point above 139Government Order No. 460(1)/VIII-1/2026-228(Shram)/2001 of 22 April 2026, Labour Section, Uttarakhand Shasan
- How far they reconcile
- The rate does: ₹57.6 is ₹20 × 2.882.88 is the factor linking the 2016=100 consumer price index series to the 2001=100 one — the same factor Jharkhand's, Odisha's and Bihar's notifications use. The threshold does not convert, but "301 points on 2016=100" cannot be right on its own terms: that index stood at about 139 in 2024. 301 is a 2001=100 figure from late 2018, which is when the notification these superseded — of 8 March 2019 — was made. So the 2026 order states the operative formula and the 2024 text carries a stale peg with its base mislabelled. The 2019 notification would settle it conclusively and is not held.
