Odisha minimum wages: ₹472 a day unskilled, one rate for the whole State and all ninety-one employments
Notification No. 3920 of 1 May 2026 of the Office of the Labour Commissioner, Odisha, effective 1 April 2026, puts the daily minimum wage including variable dearness allowance at ₹472 unskilled, ₹522 semi-skilled, ₹572 skilled and ₹622 highly skilled. There are no zones and no variation by employment: the same four rates run across all ninety-one scheduled employments, of which shops and commercial establishments — together with saloons, beauty parlours, spas, Xerox shops, STD booths, tent houses and newspaper establishments — are item 76. Odisha declares the allowance twice a year, on 1 April and 1 October, at ₹2.60 for every point the All India Consumer Price Index for Industrial Workers (2016=100) rises; this time it rose 3.92 points, which is ₹10.19 and was notified as ₹10 a day for every grade alike. The order before it, No. 8584 of 21 November 2025, recorded a rise of 0.03 points and notified no increase at all.

The Odisha Shops and Commercial Establishments (Amendment) Act, 2025 — Odisha Act 01 of 2026, assented on 9 January 2026 and published in the Odisha Gazette Extraordinary No. 203 of 16 January 2026 — is deemed to have come into force on 8 November 2025, and it changes the shape of the Act considerably. A new section 1(2-a) applies the Act, except section 4A, only to establishments employing twenty or more employees. Section 7 goes from nine hours a day to ten, with the total including overtime capped at twelve rather than ten, and the quarterly overtime ceiling raised from fifty hours to a hundred and forty-four. Section 9 lets an employee work six continuous hours before the half-hour rest interval instead of five. Section 11 allows every establishment to remain open 24×7, and section 12 for all 365 days, provided overtime is paid and a weekly holiday of at least twenty-four consecutive hours is given, with compensatory leave within three months if it is not. Section 23's blanket bar on women working at night is gone — it now bars only adolescents — and a new section 23A lets the State Government permit women to work at night by notification, with their written consent and on prescribed conditions of safety, security and dignity. Section 4A requires the establishment's name on a sign board in Odia, and that one applies whatever the headcount.
