Minimum wages

State, zone, skill — shops vs industrial.

These rates applied until 30 September 2026. Revised rates are being added.

One statewide rate for each grade; the notification sets no zones.

Daily rates including the variable dearness allowance, for 1 April to 30 September 2026. This notification covers 1 April to 30 September 2026. Odisha revises on 1 April and 1 October every year, but it issues each revision after the period it governs has begun — the order for 1 April 2026 was signed on 1 May 2026, and the one for 1 October 2025 on 21 November 2025. A reader standing at the start of a half-year should expect the previous rates to be the operative ones until the new order appears, rather than treat the silence as a gap. That is the department's own record, from the orders it publishes.

These rates covered 1 April 2026 to 30 September 2026 and that period has ended. A newer notification is due; until it is published and reviewed, the figures below are the last ones on file.

Semi-skilled₹522.00 / day

Highly skilled₹622.00 / day

The same notification also says

  • The notification publishes a daily rate only. It sets no monthly figure and gives no rule for working one out, so none is shown.
  • There are no zones, and no variation by employment. The same four rates run across all ninety-one scheduled employments.
  • Shops are named: item 76 of the Schedule is “Shops, Commercial Establishments, saloon, beauty parlour, Spa, massaging centre, Xerox shop, STD booth, tent house, newspaper hawkers and newspaper establishments”.
  • Every grade rose by the same ₹10 a day, not by a percentage. Odisha adds ₹2.60 for every point the All India Consumer Price Index for Industrial Workers (2016=100) rises; the index rose 3.92 points, which is ₹10.19, notified as ₹10 for every grade alike.
  • The preceding order, No. 8584 of 21 November 2025, recorded a rise of 0.03 points and notified no increase at all — the rates for 1 October 2025 were the same as for 1 April 2025.
  • The Odia and English texts of this revision differ on the index and it changes nothing: English No. 3920 records the average rising from 143.58 to 147.50, Odia No. 3910 records 143.48 to 147.40, and both state the rise as 3.92 points and print the same four rates.
  • Item 23 of the Schedule, domestic workers, is to be calculated by hours of work rather than by the day. The Schedule says so and sets no hourly figure, so none is shown here.
  • The base rates rest on Notification No. 5308 of 18 July 2024 of the Labour & ESI Department, published in Odisha Gazette Extraordinary Issue No. 1367 of the same date, read with Notifications No. 6471 and No. 6477 of 20 August 2024 which added Sericulture Activities and Swachha Karmi as items 90 and 91. That notification is not held here; only the orders that carry its rates forward are.
  • The copy published by the Labour Directorate is the departmental order, which asks the Director of Printing to publish it in the next issue of the Odisha Gazette. The gazette issue carrying this particular revision is not part of the document.
