Minimum wages
State, zone, skill — shops vs industrial.
Both zones. Highlighted: Area I — Places in Arunachal Pradesh where Special Compensatory Allowance is payable at the lower rate, and places outside Arunachal Pradesh where workers are employed by or under the authority of the Government of Arunachal Pradesh, the zone chosen above.
Per day, fixed with effect from 1 April 2016. Ten years old. These rates come from Notification No. LAB (MW)-22/2016, issued on 1 July 2016 and expressly coming into force from 1 April 2016, in supersession of Notification No. LAB (MW)-02/2010 of 30 April 2014. They were revised on the basis of the Consumer Price Index Number during the period from 1 April 2014 to 1 March 2016, and the revision of the National Floor Level Minimum Rate of Wages. The notification's own schedule of rates is headed "the proposed revised rate of minimum wages", wording left over from the proposal stage in what is an operative instrument. Its areas are not town and country: Area-I is where the Special Compensatory Allowance is payable at the lower rate, Area-II where it is payable at the higher, so the remoter area carries the higher wage.

The same notification also says
- The date on the notification has been altered by hand: a printed “April” is struck through and “July” written above it. The Secretary's signature is dated 01/07/16 on two separate pages, so the instrument issued on 1 July 2016 and takes effect retrospectively from 1 April 2016, which clause VI states in terms.
- The minimum rates of wages also include the wages for the weekly off day.
- Where the minimum rates in another State or Union Territory in which a Government or semi-Government organisation of Arunachal Pradesh is located are higher than these, the higher rate is paid to those employees.
- Where a question arises whether particular work is skilled, semi-skilled or unskilled, it may be referred to the Labour Department, whose decision is final.
- Schedule-III classifies job titles into the three categories and each list closes with a catch-all, so the titles are examples rather than a closed class. A casual labourer, contingency worker or member of the Auxiliary Labour Corps who works 240 days in every calendar year is deemed to be in continuous service for treatment as semi-skilled or skilled.
- Schedule-I's numbering runs 1 to 30 but prints “5” twice and skips 6, so it lists thirty employments under twenty-nine distinct numbers.
- Any existing higher rates of wages and better service conditions already available to a worker are not affected by the order, and continue to be paid and made available.
Arunachal Pradesh's own rules · researched
The table above is from the state's own published minimum wage notification. Everything below is Arunachal Pradesh-specific, researched and not yet checked against an official source.
Arunachal Pradesh's published minimum wage rates date from 2016. They are the most recent this desk can find, but nothing confirms they are still the operative ones — so read the figures below with that in mind, and the service conditions further down without it.

What the document itself shows
- The date, altered by hand
- Issued 1 July 2016, in force from 1 April 2016On the face of the notification a printed “April” is struck through and “July” written above it in ink. The Secretary's signature carries the date 01/07/16 on two separate pages, which settles the question: the instrument issued on 1 July 2016. Clause VI then states that it comes into force with effect from 1 April 2016, so it operates retrospectively and there is no conflict between the two dates.Notification No. LAB (MW)-22/2016, Department of Labour and Employment, Government of Arunachal Pradesh, issued 1 July 2016 and in force from 1 April 2016
