Minimum wages

State, zone, skill — shops vs industrial.

One statewide rate for each grade; the notification sets no zones.

Per day, in force from 17 October 2022. These rates come from S.O. 513, a notification of 12 October 2022 issued by the Government of Jammu and Kashmir, Labour and Employment Department, Civil Secretariat, Jammu/Srinagar under sub-section (2) of section 5 of the Minimum Wages Act, 1948 (Act No. XI of 1948), after consulting the Advisory Board constituted under the Act vide Government order no. 957-JK (GAD) of 2022 dated 18.08.2022. The draft was S.O. 315 of 2022 dated 27.06.2022, published in the Government Gazette inviting objections within two months; 20 objections, suggestions and comments were received within the stipulated period and placed before the Board, whose recommendations the Government took into consideration. The notification comes into force from 17 October 2022, five days after it was signed.

The same notification also says

  • The schedule at Annexure-A runs to 45 scheduled employments in Part-I, with agriculture alone in Part-II.
  • The above definitions are only illustrative and not exhaustive. The classification of Employments are illustrated at Annexure B. The above classification is only of illustrative nature and is not exhaustive.
  • The departmental copy. Its distribution list directs the General Manager, Government Press to publish the notification in the Government Gazette, so a gazette version is a separate document this desk does not hold — which is why these pages read at act tier rather than gazette tier.
  • The serial “513” in the S.O. number and the day “12” in the date line are written by hand on an otherwise printed form, and the countersignature is dated 12.10.22 by hand on every page. Shown as printed.
  • Within the unskilled construction list, “Trolly Man” is printed twice, at Sl. Nos. 41 and 45. Recorded as printed; nothing is inferred from it.
  • Jammu and Kashmir and Ladakh share a schedule structure — forty-five scheduled employments in Part-I with agriculture alone in Part-II, and a separate administrative and ministerial category outside the four skill grades — because both descend from the same pre-2019 schedule. This desk records the shared structure as an observation about how the schedules descend from a common ancestor, and takes no figure from one jurisdiction to the other. Ladakh's administrative staff rate is its own, and so is this one.

Administrative, ministerial and accounts staff

The notification fixes a fifth category alongside the four skill grades. It is not a skill grade: at ₹449 a day it sits between semi-skilled and skilled work. Annexure-B classifies it as “Administrative/Ministerial/Accounts Staff”, with 15 entries.

Confirmed current?
Could not be checkedTwo different failures, not one: the State portal is published in DNS and refuses the connection, while the Labour Department's own hostname has stopped resolving altogether. Both were tried by direct request and again in a real browser. For every other jurisdiction on this desk it has been possible at least to establish that nothing newer was published. For Jammu and Kashmir it was not, and that is a weaker position, stated as such.Checked 28/09/2026

The same structure as Ladakh's schedule
A shared ancestor, not a shared figureBoth schedules run to forty-five scheduled employments in Part-I with agriculture alone in Part-II, and a separate administrative and ministerial category outside the four skill grades. That is what a common pre-2019 schedule looks like after a territory is divided. This desk records the shared structure as an observation about how the schedules descend from a common ancestor, and takes no figure from one jurisdiction to the other. Ladakh's administrative staff rate is its own, and so is this one.
